plugin permissions on Mac

I am trying to install the jpeg to DICOM plugin. However, I am having some technical issues with my computer. I have searched far and wide and have not found a solution.

I normally install the jpeg to DICOM plugin through the Plugins Manager, but I am getting an error "No Horos plugin server available."

So I downloaded the plugin from this page:

I put the plugin in the folder Applications Support/Horos/Plugins on my computer. It now appears as a list of plugins in the Plugins Manager, but it is not installed (I cannot see it in the Database menu or any other plugin menu). 

When I open Horos, a dialog pops up that says that the jpeg to DICOM plugin cannot be launched, due to being from an unidentified source. I am very familiar with this type of issue on Macs, and therefore, I tried several avenues to give the plugin permissions (through the Security preferences, right-clicking the plugin in the Plugins folder and launching it from there, etc.) However, every time I successfully give the plugin permissions, my computer removes the plugin from the Horos plugins folder, which obviously removes it from Horos, and therefore I am back to square one. 

I believe a successful work-around would be to allow all apps from the internet to launch. However, I have students working remotely on their own laptops, and I don't want to encourage them to disable this security feature. College students are not as tech-savvy as you might think, and they download all sorts of sketchy programs. 

I am using OS 10.15.7 and Horos v3.3.6.

Does anyone have a solution to this problem?

Until these are signed and notarized, I found the following convoluted recipe works with help from (https://support.apple.com/guide/mac-help/open-a-mac-app-from-an-unidentified-developer-mh40616/mac):
  1. Quit Horos (quit, not just close window).
  2. Unzip plugin directly to your "/Users/<login>/Library/Application Support/Horos/Plugins" directory.
  3. Re-open Horos. You'll get a "InvertData.horosplugin" cannot be opened [...]" error message. Click Cancel.
  4. Navigate to Apple menu  > System Preferences, click Security & Privacy, then click General. You should see an "Open Anyway" button for the blocked plugin. Click it.
  5. If you get an Install Plugin dialog, click Cancel (do not let Horos install plugin as it will overwrite the file you just gave permission to open).
  6. Quit Horos (quit, not just close window).
  7. Re-open Horos. You'll get a dialog asking you what to do about "InvertData.horosplugin". Click Open.
You should now have access to the InvertData plugin in the menus.

Hello everyone,

Any idea why I don't have any Horos folder on the Application Support folder on MacOS sequoia (I am on Horos 4.0.1 on M4 processor Mac mini)?

I basically cannot find the folder for the Horos plugins to try and install something manually.

If I search for a Horos folder in my whole system, all I have is the Horos Data folder in my documents.
Is there a folder architecture/hierarchy change on Sequoia?
