Please grant necessary permits before publishing a release for package `array`

As a maintainer of package `array`, I think we all maintainers need hackage rights to upload the latest `array` package before ghc-9.8 is released, please consider the permission.

For your information, my hackage username is `July541`, the same as my gitlab account, and, unfortunately, I haven't know other maintainers' accounts on hackage.
