Auto Scroller for mac

Is it possible to include a auto page scroller for mac ? Instead of having to click, select ,drag ,that pissy little scroll bar they currently have .

A simple little on mouse over fade in opacity adjustable ,position adjustable, speed of scroll adjustable up down scroller that is positioned on page where I need it .

Ignore this if growl already has it ..

I'm not really sure how this is related to localization. However, I'm also not really sure what an "auto scroller" would do at all for a Growl notification.
