According to our documentation, if you’re making an API call at MCA level, then API quota limit of a specific method in your MCA account is being charged. As an example, if you’re making an API call to update your sub-accounts using the accounts.update method, then the quota of accounts.update method of the MCA account will be consumed. While, if you’re making the API call at sub-account level, then quota of sub-account is charged.

If you’re making the API call at the sub-account level, then I confirmed that your understanding is correct. However, if you’re making an API call at MCA account level, wherein it performs actions on multiple sub-accounts, then as I mentioned in my previous email, then the API quota limit of a specific method in your MCA account is being charged/consumed.
