Scroll wheel not working only in chrome on my website. how to solve it?

i have a wordpress website (https://homsist.com) on which the scrolling by mouse wheel is not working. However, everything works fine on firefox. Only my particular website is having this problem and that to only on chrome. 

- scroll by wheel works when the pointer is on scroll bar

- it works by arrow keys

- i can also scroll by dragging the scroll bar.

- it even work before the page is fully loaded.

i am using win 7 and chrome Version 62.0.3202.89 (Official Build) (32-bit)

Please tell me what to do. i have access to code if any thing needed to be added or deleted. URGENT help needed

blocking https://www.homsist.com/wp-content/plugins/Ultimate_VC_Addons/assets/min-js/SmoothScroll.min.js?ver=3.16.7 seems to make it work. it must be something in that addon

To keep it relevant to Chrome DevTools (as Phistuck said, this isn't the correct channel for general programming problems, but since it's a Chrome-specific issue I think it's fair to explain how to investigate it with DevTools)

An event listener breakpoint might help you debug what happens when the wheel event listener fires
