This is not really a GAM thing.

My district is just about done migrating Exchange to Google. You should look into the Active Directory Sync tool. It works with Active Directory and in a windows based environment it would be your best bet going forward.

If you are looking to provision the email addresses for your groups into Google Apps, then you can use GAM for that, as long as you have a CSV of your groups, along with the members.  If you need migration of the emails, you will need to use a migration tool such as G Suite Migration for Microsoft Exchange, or Cloud Migrator.
