UMP Form not loading if european user has choosen non peronalized ads and No Ads conf. error

regarding ump consent ! 

If the user is in europe and has choosen non personalized ads "on his phone " --> settings, google, advertising 

the the ump form is "not" loading. This problem exists since two years and fully against the logic. 

I really hope that you will speak about this in your team and update the admob or ump sdk  to solve this error !

The consent form "must" also load for non personalized ads because we need still the minimum consent 

and this consent is not give.So the result is Error code 3 no Ads served !  So we are never getting the minium

consent for non personalized ads. All google documents are clearly stating this out : Even for non personalized

ads a consent is required. 

regarding the the no ads config error

Everything was working fine for a long time. Also my app-ads.txt is configured correctly. Also my phones are setup as test devices in my admob account

The only thing i did : I have deleted the ad id under Android 12 to test the behaviour (withs test ads) and then 

generated a new ad id (under settings/google on the phone) .

After trying this out (maybe 2-3 times) i am not getting any test ads anymore on my test phones ?!  I have changed "nothing" ! No i am getting only an 

No Ads config error if i start the application on my phone with test ads. 

This must be a problem on your site. Maybe you are blocking the new calls for test ads because i have tried this out 2-3 times ? 

How can this problem be solved ? Because now since 2 days i am not getting any test ads anymore on my phones ?!     (Only production with signed app works - test ads are shown)

I really hope that you will help to solve theses problems.

Hi just a remark to the no ad config error

after resetting the android system webview, goolge app, google play services and the google play app i was able to get the test ads working again on two phones at the moment and the no ad config error is gone. 

I do not know which app exactly has the fault/bug but maybe you know which app is responsible to handle/manage the ads and test ads and you can give it to the right team so solve this problem. In one of theses

apps something is going wrong.
