UMP Consent Form not loading when personalized ads disabled

Hello

this for android.  

i think this is a very urgent problem, because soon or already the users can disable personalized ads or delete their ad id !

Please i/we need a solution and not a "send us a test project please"

OK here is the problem

my admob account is configured to serve "personalized ads"

For users in the EEA i need to show the consent form
- > so far everything is working fine.

BUT on every mobile phone the user can disable personalized ads on his phone
-> Settings ->Google-> Advertisements --> Disable personalized ads
Unter Android 12 ---> delete ad id

If pers. ads are disabled or the ad id is zero the consentform is not loading  !!!
--> no available form to build

But why is the form not loading ? It should also load to get the consent for
non peronalized ads !!!


Is this a bug or why is this not working ?

As i have mentioned before, my admob account is configured with personalized ads .

So the documentation says that also for "non personalized" ads we need  to get consent

But how can i achieve it that the consentform is loading to get the consent
when personalized ads are disabled ??


Also no ads are served anymore if personalized ads are disabled without getting the consent.

Is there any way to solve this or is this a big logical bug/error in the ump form

Thank you for reaching out to us.

With regard to your use case, if your users have disabled personalized ads, then there is no need to display the consent form. This is the reason why the UMP SDK returns the form "Not available". The forms and all consent are only needed for when you are looking to show personalized ads. So to be compliant with GDPR you just need to have the ability to call the consent and if the person has the phone set to show personalized ads, it will then show them the form. Since your use disable Disable personalized ads, then the UMP SDK automatically set its form to "Not available" and the Mobile Ads SDK should served non-personalized ads.

you are right but this is maybe only for user which live not in europe.  But if the user is in "Europe" and has disabled personalized ads then the consent form is not loading. 

But the form should also load if the user has choosen non personalized ads because still the "minimum" consent is missing to serve non personalized ads 

and this results in ad load error 3 (no test ads are loading also not with npa =1 )

At the moment there is no way to get non personalized ads loaded for european users because the form is not loading to obtain the minimum requirements. The consent status is obtained but the minimum

requirements are not met.

Hi 

also another problem is : If i delete the ad id unter android 12 = Ad id is filled with zeros and then after generating a new ad id 

(maybe after 5 minutes) the consent form is loading and i have to give my consent for personalized ads again 

but no ads are loading : I am getting : No Ad config - Ad failed to load 3 !

Is this a cache problem or a bug ? Normal peronalized ads should work instantly after generating a new ad id on the phone. 

I am using com.google.android.gms:play-services-ads:20.6.0
