Would there be any  advantage to adding  a ring at the top and bottom of a 36 mm HT?

I used to do that with headtubes I cut from "headtube" stock.   most of it was actually 35.xx mm,  I would cut the rings from 1.5"  x .058" Cro-mo and slice them so they would spread around the "HT stock" top and bottom. Braze them so the slots were on the side.  I did this with MTBs, BMX bikes, any bike that was going to take some hits. Later I got into some Don Schneider machined HTs that were cut from 1.5" (38.1 mm) tubing and were machined down in the middle with the north and south ends left alone.

The headtube ends, where the bearings sit, take a lot of gas.  You want more metal there, anyway you can get it.

While the 36x1.1 HT is slightly thicker-walled and larger diameter than the 31.7x1.0 HT that is used with lugs or recommended to have rings, I still think it's good to use rings. I have not experimented without rings. After reaming you'll be left with 1 mm, which is too thin IMO unless the rider is really light, both in weight and riding style. You can purchase some nice thin tapered rings. Ceeway has sold them and there may be others as well. See article 489: https://framebuilding.com/Bosses.htm . Otherwise if you don't have a lathe then a quick solution is to buy some 1.5 x0.035 chro-mo tubing. The fit is a little loose so I would recommend either brass or some thicker 45 or 50% silver.

Sounds like a go. I may even make it in a bit of a "lug". Now whether McMaster Carr or Wicks.

I buy most of my 4130 from Wicks, and a bit from Online metals. Wick's usually has some good deals, and often has closeouts on some sizes for $0.50/ft. Their shipping is a little high though. I'm not sure about Mcmaster.
