Given a choice between annealed, or normalized, don't think it matters much, but it seems I have one.
So which one?

I make a lot of mine out of 1/8" plate and have a box of them that were laser-cut from the same material. Dropouts live a hard life. Normalized will be less likely to bend.  If it's 1/4" plate, it probably doesn't matter.

4mm.. hum, remember that a lot of Q.R. hub axles are set up for a
hair wider dropouts than that =)

Given a choice with other factors like cost being insignificantly different, normalized will have about 20% higher yield strength and ultimate tensile strength without sacrificing machinability, compared to annealed, IIRC.  I don't know of any downsides for normalized in this application.  Just my $0.02.
