Please review the User's Manual and carefully review your input file:
Section 7.2.1 Basics:
If two obstructions overlap at one or more faces, the one listed last in the input file takes precedence over
the one listed first.
Your input file:
&OBST XB=8.5,9.5,8.5,9.5,4.0,4.0, SURF_ID='FAN'/ Obstruction
&OBST XB=0.0,10.0,0.0,10.0,4.0,4.0, SURF_ID='INERT'/ Obstruction
Also your input file contains a few lines later:
&VENT SURF_ID='OPEN', XB=8.5,9.5,8.5,9.5,4.0,4.0/ Vent
so even if you hadn't replaced your FAN with the INERT OBST line, this VENT line replaces it with OPEN.

It appears that the smoke is accumulating in the space above your exhaust vent. If you place OPEN vents on the domain boundaries above the vent, then the smoke will dissipate into the atmosphere. As an alternative, if you placed your existing vent on the outer wall, the same thing would happen.
In either case, you should consider adding a source of make-up air to your basement.
2. Is it possible to stop the fire at some point and exhaust should work continuous to take out stale air outside the computational domain.
Yes, you can control the fire and the exhaust independently.
