It is a FACT that He Who Must Not Ne Named DID propose a budget and it included MASSIVE cuts to science; he also made it nearly impossible for foreign scientists to work in the USA regardless of how brilliant they may be. Here is another fact, neither of those two things will Make America Great Again.

Yes the Constitution is very clear about that, only the House Of Representatives can propose a budget, but the Constitution matters very little thanks to our current Supreme Court. HELL, 3 of the justices voted against birthright citizenship! The Constitution is equally clear that only Congress can declare war; BUT they haven't done that since 1941, and yet the US has been at war with somebody for most of the time since then and 110,000 American soldiers have died in combat AFTER the end of World War II.
Unfortunately what the Constitution does and does not say matters very little these days.
