1K API calls / hour limit is by app or by user?

Hi all!

Does the 1K/hr API call limit apply to an application, or is it a per-user limit? If the former, it would seem difficult to write a Disqus app that becomes popular. If the latter, great!

I am pretty sure it is by app, and that you can pay for more requests.

Chris is correct that the limit is per application.

If you have a case that you need more, don't hesitate to ask.
