In the birds that I have seen the blue patches on the side of the neck/breast were very prominent, even more than an ultramarine. The orange on the throat was narrow and ended on the breast and well above the blue side patches. 
This to me looks like a candidate for the Tickell's Blue or the Hill Blue

Here's a distant shot of the Sapphire Flycatcher we got in Bhutan .. resembles Rajneesh's description closely.
