Quicksilver should now fully support tags in Mavericks. You can:
This functionality has been added to the File Attribute Plugin (formerly known as “File Attribute Actions”).
The updated plug-in requires Quicksilver 1.2.0, which is currently only available as a developer preview and has some known issues.
Technically, there’s no reason the new plug-in won’t work with 1.1.3 as long as you’re on 10.9. So if you can’t wait, you’ll need to download and install this special build manually. (You should just need to unzip it and double-click.)

I like to tag my applications by type. But this plugin won't successfully tag any apps downloaded from the App Store. Is there a way that possibility can be implemented—perhaps by allowing authentication when necessary?

sudo chown -R $USER /Applications
Again, I wouldn’t expect that to cause any problems, but I’d make sure you have a backup first.
