Hope you have all been well and staying safe.

 

Earlier this afternoon, UPMC notified Council members Gross and Strassburger regarding a potential structural issue that was recently discovered along our driveway entrance to the Luna Parking garage.  The related e-mails are below and there are photos attached. Because of our concerns, UPMC Shadyside made the decision to close this entrance/exit and activate the Emergency Plan for use of the Gross Street access driveway.  This change will take place at 12 am, Thursday, July 16th.  Engineers have been on-site for the last 2 days assessing the situation and expect to advise UPMC of the structural integrity of the Baum Blvd driveway by Friday, July 17th.  If we learn that no risk of a wall/roadway failure exists, we will immediately re-open this entrance.  A complete remediation plan for repairs will then follow.

Per the message below from UPMC Shadyside President, John Innocenti, we have observed significant changes in the shape and form of the entrance driveway and sidewalk that leads to our Luna Parking garage structure(pictures are attached).  As a result, and out of an abundance of caution, John has declared an emergency and we will immediately activate the use of the Gross Street entrance to the garage.  In addition to the Public Safety notification referenced below, we will be reaching out to our community partners at BCI, Bloomfield Citizens Council, and Bloomfield Development Corporation to notify them of the situation.

 

Please let John Krolicki or I know if there are any questions regarding this situation or our response to it.

Subject: Emergency Executive Action


Over the last several days, we have seen significant movement of the entrance driveway and sidewalk, along the busway, that leads to the 1,000 car Luna Parking garage on the UPMC Shadyside campus.  We have also observed a “bulging” of the retaining wall that supports this roadway.  UPMC is very concerned about the situation and we are in the process of first evaluating the structural integrity of this section of the driveway, and then looking to determine the root cause of the failure.  At 1st pass, and based on a review of existing conditions, we believe that the issues are hydrology related, with water working its way behind the supporting retaining wall system.

 

As a result of this situation, and until we can further evaluate the issues causing this failure, I believe it is necessary to close the Baum Boulevard entrance to the Luna Garage.  Accordingly, and based on UPMC’s March 19, 2013 Planning Commission approval of the Luna Garage project, and the related Resolution #805 regarding the use of the Gross Street access(attached), I am immediately invoking the provision of this resolution, as the Emergency Executive,  and authorizing the use of Gross street for vehicular access to the Luna Garage in this emergency situation, and until further notice. 

 

Please note also that we have contacted the City of Pittsburgh’s Public Safety Department to address traffic mitigation plans related to the situation.  We will continue to keep you updated regarding our plans and progress in addressing the current emergency situation.
