Give them a bit of slack - it's only lunchtime where they live:

Is anyone even ready to submit? I can safely say I will be working
hard over the next couple of months and will be lucky to have a
product I'm proud of by March...

Actually the problem is due to a quantum time zone.. the web pages,
rules, submission forms, etc are already up and running at the various
Google farms around the world. However due to some new QM technology
they were testing to make the day inside of a google campus 36 hours
long versus 24.. its caused a large uncertainty of when the pages will
be available to people outside of Google. They were either available
sometime after 1902 or sometime before 2036... depending on the
wavelength and speed of the internet user

It may be true no one may be ready to submit yet. As for me, I want to
first see that this contest will push through before I commit a lot of
my time developing my entry. In addition, I want to see what are the
official submission requirements (maybe we can submit partially
completed apps??).

hi, Stephen, are you speaking on behalf of google?

I could not understand what is the problem you have stated. Anyway,
when will the form ready?

I think that at this point most of us are more interested in the Terms
than in the Submission Form itself :P
