Thanks for the email but I totally disagree. My property taxes are up 23% and sadly both sides on this issue are lying. Mike Farnsworth and Premier Eby are a disgrace on this file, the Clint Smith file out of Nanaimo, the BC drug policy and crime in general. I voted for you Linda Annis don't regret it and I was impressed the one time I phoned you at city hall you answered on the first ring.

Surrey, B.C. (July 19, 2023): Surrey First councillors Linda Annis and Mike Bose say the decision by the provincial government to continue the transition to the Surrey Police Service from the RCMP means it is “time to move on and start building the best police department in British Columbia.”

“The costly and divisive on-again-off-again policing debate is finally over,” said Annis. “While we wanted a referendum to give Surrey taxpayers their say, the province has made its decision, and it’s now time to move on and get past the emotion and arguments of the past five years. We need to put the past in the rearview mirror and get on with completing the transition to the Surrey Police Service and making the SPS the very best police department in the province.

“After all the time and money that has been spent to date, the people of Surrey deserve that, and we’ll be doing everything we can to support our SPS officers every step of the way. That said, we want complete transparency from city hall, something that has been missing from the start of this divisive and costly transition process. The fact is, absolute transparency is key to earning the full support of our taxpayers and residents, but I’m confident the SPS can do the job of policing our growing city. There’s plenty to build on, but we should also be aiming even higher in the demanding years ahead.”

Bose said it is now time to unite around our police officers and end the debate that has sidetracked Surrey for too long.

“Our focus now should be on creating the sort of first-rate police service Surrey residents can be proud of each and every day,” added Bose. “It’s true that over the past five years Surrey taxpayers and voters have been left out of big policing decisions, but this provincial decision means it is now time to unite behind the SPS and focus on the future, rather than dwelling on the past and what has divided us for so long.”

Bose said the men and women of the RCMP deserve the thanks of Surrey residents for stepping up for more than 70 years.

“Regardless of the colour of the uniform, every officer who works on the frontline to protect our city and our families has earned our thanks and our respect, and that’s certainly true of the men and women of the RCMP,” noted Bose. “All of us need to thank our RCMP detachment as we now move forward with the SPS. The decision is made, and I’m only sorry that so many RCMP and SPS officers felt as though they were caught in the middle of all this, because each of them deserved so much better.”

Annis said Surrey’s RCMP detachment set a high bar for policing and public safety in Surrey.

“Around the world the RCMP are known for their professionalism, courage, and commitment to the citizens and communities they serve,” said Annis. “Everyone in Surrey appreciates and respects the work of our RCMP officers because they have always set a high standard, and I expect that standard to continue with the SPS as we shape policing for the future in Surrey.

“If this expensive and time-consuming transition exercise has done anything, it has reinforced that Surrey residents have high expectations of their police service. Now it’s time to unite and get to work. The men and women of the RCMP deserve our thanks, the officers of the SPS deserve our support, and Councillor Mike Bose and I want to encourage our entire community to join us and get behind the SPS as we build the very best police department in our province.”

On July 18, 2023 Surrey RCMP received a report that two children had not been returned to their father, by their mother, after being on vacation in the Kelowna, BC area.

The Surrey RCMP General Investigation Unit with assistance of the Missing Persons Unit are actively working to locate Verity Bolton and her two children, 8-year-old Aurora Bolton and 10-year-old Joshuah Bolton. Despite investigate efforts to date, police have not been able to locate them.

The children have been in the company of their mother since June 28, 2023, when they departed Surrey, BC. They were supposed to be returned to their father, who has primary custody, on July 17, 2023 but they were not and no one has been able to make contact with them.

Verity and the children were last seen in Kelowna, BC on June 30, 2023 at Krafty’s Kitchen and Bar. Police have been advised that they were planning on camping in the area but have determined that the booking was cancelled.

Police believe they are travelling in a Blue 2012 Dodge Ram 2500 Crew Cab pick-up truck, British Columbia license Plate SJ2708.

At this point in the investigation, based on the totality of information that has been obtained through the investigative steps taken yesterday and today, Surrey RCMP determined that this case met the criteria for an Amber ALERT.

Surrey RCMP are concerned for the health and well-being of Aurora Bolton and Joshuah Bolton.
Aurora Bolton is described as a 8- year-old, Caucasian female with brown hair and brown eyes. (3’11) Joshuah Bolton is described as a 10-year-old Caucasian Male, with Brown hair and blue eye.

On Tuesday, police announced charges against Lindsay Scott, 34. She was arrested without incident near Main and Hastings on Sunday night and remains in custody. There is no evidence Scott and the victim knew each other.

DELTA, B.C. — The chief of a municipal police force in Metro Vancouver has issued an open letter criticizing British Columbia's drug decriminalization policies as ineffective in the face of the ongoing overdose crisis.

Delta Police Chief Const. Neil Dubord says in the letter that while he agrees with "the underlying principles of decriminalization," an early evaluation shows that the policy has not led to "the desired outcome."

B.C. decriminalized the possession of small amounts of certain drugs such as heroin, fentanyl and cocaine starting in late January as part of a three-year pilot program.

Dubord says there were 791 overdose deaths in the province between then and May, which "closely mirrors" the 772 deaths recorded during the same period last year.



In a written statement, the B.C. Ministry of Mental Health and Addictions says it agrees with Dubord's assessment that "a whole-system approach" is needed to deal with the toxic drug crisis.

But the statement also says “decriminalization is one critical way" the province is tackling the problem "from every angle," and the government plans to spend $1 billion in its latest budget toward addressing addiction -- including $586 million for "treatment and recovery."


In his letter, Dubord cites a report in the Washington Post that describes Portugal as "having doubts" about its own decriminalization policy, introduced in 2001 and widely cited as a success by policymakers worldwide.

The story describes locals attributing rising crime levels to a spike in the number of drug users.

Dubord says B.C. "can learn from Portugal’s experiences."

"The pitfalls of inconsistent policy, lack of oversight and measurement of initiatives, systems working in silos and funding decisions pose risks to the desired objectives of the B.C. decriminalization pilot project," he says.

Longtime B.C. politician Dave Hayer knew his campaign people. And his people included Chinese Canadians. They volunteered for him. They voted for him. And then in his 2021 campaign to become a federal Conservative MP, they vanished.

The former MLA was running to represent the riding of Fleetwood-Port Kells, drawing on the same base of volunteers from past elections in the populous and culturally diverse Metro Vancouver city of Surrey.

By the end of the campaign, most volunteers of Chinese descent had dropped out, fearing for themselves and their families, Hayer said.

“They told me there was a lot of wrong and misleading information about the Conservatives on WeChat. They also said some Chinese Canadian individuals were spreading disinformation that voting for the Conservatives will mean people won’t get visas to go to China, or they’d have trouble doing business in China, or their family in China will have some problems.”

Hayer asked if they would go on the record and reveal what was happening, but the volunteers seemed nervous and some told him, “Beijing has eyes and ears everywhere.” (Greg: Far out eh way to go Liberal govt incompetence.)

Today, the now-retired politician has been joined by Liberal Ken Hardie, who beat Hayer to become MP, to highlight what happened in their riding and use it to push for greater vigilance against foreign interference. It’s a rare instance of nonpartisanship at a time when opposition parties are castigating the Liberal government for inaction and urging the removal of David Johnston, Ottawa’s special rapporteur on foreign interference, and after former Conservative leader Erin O’Toole revealed he was targeted by Beijing.

“We’re friends. It’s a tight-knit community,” Hardie told the Star. “When I heard about what happened, I said I would look into it and try to figure out what happened.”

In the summer of 2021, Hayer noticed what he called warning signs. While door-knocking in neighbourhoods where he said he was always welcomed, he could see the “fear and suspicion” on the faces of people of Chinese descent as they hurriedly shut their doors.

One week before election day, Hayer said a community organization that didn’t strike him as “openly pro-Beijing” invited him to meet with them at a Boston Pizza restaurant. While he spoke, they videotaped his comments, including when he said he would listen to the views of Uyghur Canadians about the human rights abuses against Muslim minorities in China’s Xinjiang region. Hayer declined to give the name of the organization, saying all Canadians have the right to express their political views to political candidates.

Hardie won the election with 21,379 votes, with Hayer coming second with 14,553 votes. Hardie had been favoured as the incumbent. (Greg: I was impressed when Mr. Hardie contacted me about a fisheries issue on a weekend he stated something would happen about fish farms in 48 hours that I would like and it did. He is 76 now and is retiring hope he has a good retirement.)

“He won fairly and clearly … I’m not challenging that fact,” Hayer said. “It’s about how we can learn from past mistakes so that voters of this country are the ones who should be the ones freely making decisions about their leaders, not people from outside.”

Erin O’Toole warned by CSIS
Speaking to the House of Commons last week, O’Toole revealed details from a recent Canadian Security Intelligence Service (CSIS) briefing on a range of actions against him and the Conservatives while he was party leader during the last federal election.

They included Chinese Communist Party funding to create misinformation, the use of networks of people and the WeChat social media platform to amplify mistruths about the Conservatives and a “campaign of voter suppression” against him during the 2021 general election, he said.

O’Toole said the threats against him and members of his caucus were not flagged to him by the government or security agencies at the time. (Greg: Trudeau and his Daddy love one party rule China.)

Hayer and Hardie said that in 2021, they informed leaders of the Liberal and Conservative parties, as well as CSIS, about what they saw in Surrey. No one followed up, they said.

Hayer said he and other Conservative candidates in ridings in Metro Vancouver and the GTA met with O’Toole to share “very similar concerns” that Chinese Canadian voters were being targeted with disinformation and intimidation.

“In my view, they should’ve been better at monitoring and anticipating problems. The Conservative party wasn’t ready to provide correct information to voters to counter misinformation,” he said.

The Conservative party did not respond to the Star’s requests for comment.

After winning the race, Hardie called Hayer a few days later to talk, which is when Hayer brought up his concerns Beijing was targeting ethnic Chinese voters.

Hayer said of his former opponent: “We knew each other for a long time. I just thought that as the elected representative, I should pass on information to him. I didn’t expect him to look into it, especially as someone who won — he did go above and beyond.” (Greg: Way to go Mr. Hardie.)

Hardie said his campaign manager compared votes and voter turnout in the Fleetwood-Port Kells neighbourhood of Fraser Heights, which has a population of about 25,000.

“We knew empirically that the Fraser Heights area is where a lot of the Chinese diaspora lives and we had data from the 2015, 2019 and 2021 elections.”

“Comparing results, we noticed a measurable difference in votes going to Liberals between the past election in 2019 versus 2021. The estimate in the increase was in the range of about 2,000 votes and the decline in the Conservative vote was probably measured in a few thousand as well.”

While Hardie’s office thought foreign influence could have made a measurable impact in some parts of the riding, it concluded it wasn’t enough to change the outcome. Hayer agreed, but both men share concerns that people in their community are living in fear.

“There are still signals that the community is too scared to speak up. We recently heard of a scam targeting the Chinese community. But they didn’t go to the police. They just suffer in silence,” Hardie told the Star.

A review by the Star of the official results corroborates Hardie’s analysis, but the figures alone don’t reveal why there was a shift in turnout, since this could depend on numerous factors, such as changing attitudes toward parties, politicians or policies.

A CSIS spokesperson told the Star it has been “committed to equipping elected officials to identify foreign interference threats and take measures to ensure their personal safety,” but declined to provide details of investigations into specific ridings.

Hardie said in 2021, he also reached out to the Liberal party with his concerns and his comments were “taken as input.”

In a statement, a spokesperson for the Liberals declined to comment on Hardie’s report, and said it welcomed Ottawa’s ongoing action to defend the Canadian electoral process from foreign interference.

Is there evidence?
On Wednesday, the majority of members of the House of Commons voted in favour of a non-binding NDP motion calling on Johnston to vacate the role of special rapporteur — an appointment Prime Minister Justin Trudeau made in March to probe media reports that Beijing had meddled in the 2019 and 2021 general elections.

Johnston said in a May 23 interim report that he found little evidence supporting O’Toole’s claim that specific candidates lost in the 2021 election because of foreign interference.

A spokesperson for Elections Canada pointed to limitations in the Canada Elections Act.

“The act does not define ‘foreign interference’ and there are limited provisions in the act that pertain to foreign activities,” the spokesperson said, but added that Elections Canada was working with intelligence and security agencies to respond to potential foreign interference.

The Commissioner of Canada Elections, which is responsible for investigating violations of the Canada Elections Act, confirmed to the Star it has only recently received complaints related to alleged foreign interference in the 2019 and 2021 elections. Details of the complaints cannot be disclosed due to confidentiality provisions in the act.

Hayer said it is time for the government to step up to do more to safeguard Canada’s democracy from foreign threats.

“We can tell them what we’ve heard and seen on the ground, but the people in Ottawa can make a difference. They can do that without labelling an entire community, and instead do more to make them feel safe.”

A total of nine people have now been arrested and charged in connection with a brawl between biker gangs that happened nearly two weeks ago in Cornwall, Ont., according to a news release from police.

Officers responded to an altercation between members of the Outlaws and Loners motorcycle clubs at 8:20 p.m. on Saturday, July 8 in the area of Vincent Massey Drive and 14th Street W, north of Cornwall's waterfront.

During the fight, one Outlaws member was shot and two Loners members "suffered from apparent stab wounds," the release said.

Members of the Outlaws also "forcibly removed" a vest of one of the Loners members and "fled the area," police said.

The three injured people were brought to hospital.

Five people were taken into custody after the incident and "charged accordingly," police said at the time.

Six days after the fight, a number of law enforcement agencies including Cornwall, Kingston and Ottawa police and the Ontario Provincial Police biker enforcement unit searched five residences in Cornwall and one in Brockville.

Three people were arrested during these searches and multiple weapons were seized.

"As a result of the investigation, a total of nine individuals have been arrested and charged," police said.

Some of the charges include aggravated assault, assault with a weapon and robbery with a weapon.

Public not at risk after suspected biker clubhouse arson: police
All the people arrested are still in custody awaiting bail hearings.

An Outlaws clubhouse caught fire just under 100 kilometres to the west in Brockville, Ont,. two days after the fight. Eight to 10 other homes were damaged there.

At the time, police in Cornwall said they weren't able to confirm a link between the two incidents and police in Brockville said it was too early in that investigation to make a connection.

Police said the investigation is ongoing.
