I must have googled “PPG” or something related to it, because I found
a website sponsored by a group called the A-Team, in Atlanta, which

No the professional condemnation for using TEENS came about within the
profession because of the FACT that most men react to teen age girls. You
guys have probably never heard of the TANNER scale. A scale on sexual

A Connellsville man is accused of working as a children's mental
health
counselor to state medical assistance recipients for almost three
years
without having the proper qualifications.
Leon Edward Shal Jr., 60, of 420 S. Eighth St., faces charges of
complicity, welfare fraud, theft by deception and insurance fraud,
filed by the state Attorney General's Office after a yearlong
investigation.
Shal was a member of the therapeutic support staff at Connellsville
Psychological and Counseling Services, 41 S. Pittsburgh St., from
April
2000 to February 2003, according to court documents.
During that time, he allegedly counseled numerous young patients --
all
of whom were clients of the state Department of Public Welfare,
Medical
Assistance Program, and he billed the state for his services through
Richard W. Pritts, his employer, and Value Behavioral Health of
Pennsylvania Inc., a health maintenance organization contracted by
Fayette County.
The type of services allegedly offered by Shal required that the
provider have an education that includes, at minimum, a bachelor's
degree. Shal allegedly told his employer he obtained his degree from
Shaftesbury University, in the United Kingdom, in 1986.
However, the state's investigation revealed that, not only did Shal's
university diploma contain two misspellings, but the institution is
not
recognized, or accredited, in the United Kingdom or the U.S.
And while the school claims to be accredited by the European Committee
for Home and Online Education, that institution also is not recognized
in the United Kingdom or the U.S.
The state further claims that Shal, when counseling medical assistance
patients, was required by state law to do so one-on-one, yet billing
information obtained by investigators showed that he had on numerous
occasions billed the state for treating two or more patients at the
same time, according to court documents.
The state's investigation allegedly found that Value Behavioral Health
had paid Connellsville Counseling and Psychological Services almost
$150,000 for therapy services allegedly rendered by Shal during the
three years he worked at the clinic.
Shal was arraigned before Magisterial District Judge Ronald Haggerty
Sr., of Connellsville, and remains free on $20,000 unsecured bond.

must be important to SOMEBODY at DHS, perhaps due to a consent decree.
On
January 99th, in court, I (Suzy Q. Mother) was asked by the judge what
MORE
services would help, but got the "stone wall" treatment regarding
removal of
inappropriate services. It clearly seemed to be a "closed issue" with
the
Judge. Something is wrong with that. This flies in the face of the
concept
of "Active Participation in the Formation of Service Plan". Federal
Case law
says "opportunity to object after formation is NOT a substitute for
ACTIVE
participation in the FORMATION of the Service Plan". This is a
Federal
regulation and it's in the Iowa caseworker manual too. Services DHS
is
attempting to IMPOSE upon our family turned out upon further
investigation
to be contaminated beyond belief with putrid INPUT. The words

Well that only addresses their names, not their contact info. And it
certainly doesn't discuss Mr. Goode's misrepresentations to me. Setting up
an entirely fictional scenario to elicit my comments to use the way his
article does. The comments I made to him were are are entirely factual. What
he described to me ( and his article admits) was that the only "TEST" he was
given was the ppg. (Penile Plethysmograph) and he went on to describe the
machine as providing a PAPER record. Which means it was an ANALOG machine.

ruled such testing "INADMISSIBLE." They did because of reliability issues.

agenda. My point to him is WELL GROUNDED in law. As a stand alone test
repeatedly the PPG has been found inadmissible even into the 1990's. He says
he told me it was the ONLY test he was given. While I don't recall speaking

would most likely have told anyone, that the PPG alone is not reliable and
is inadmissible. Since he suggest that he was in Georgia, I can tell you
that the most recent decision in Georgia STILL does not accept it even with
all the improvements made in the past 10 years. It's my personal OPINION
that a lawyer sending his client to have a PPG test done by a STATE expert
is well over the line of malpractice. That is doubly true if the lawyer
failed to inform the client that the test was INADMISSIBLE in court as a
stand alone test. Such boneheaded advice is ONE of the reasons the A-Team is
necessary.
Today pornographic videos are NOT used as part of the testing. Nude
depictions of children are NOT used. Teens are NOT used. None are accepted
in the profession or in the professional organizations where the issues are
evaluated. Because they make the results UNRELIABLE.
So to Ms. Warr - I have NO idea WHO she is, who she was picketing, or
why. I also don't know WHO sent her e-mails, but it was NOT me.

And what WAS my "legal advice" Kent? You seem to OMIT all sorts of FACTS
about the case. Care to place them *IN* context Kent? I thought not. You do
SO love misrepresentation as your main weapon. As to a spouse absconding
with children, you do NOT have to wait till they are gone. If a parent has a
SOLID reason to suspect a parental abduction - there ARE a number of things
their lawyer can do to minimize the risk. Such as having a hearing in which
passports are taken by the court, making sure a surety bond is in place in
the event the children are not returned. Given the FACTS of a case if the
parent has solid PROOF of intent to abscond with the children, visitation
terms can be changed. YOUR legal advice that he MUST WAIT until AFTER she
takes the children is WRONG. But the things he CAN do require a lawyer who
KNOWS that kind of case. There aren't a lot of them who can make a
compelling case to the judges. If your intent is to show me wrong, Kent,
better pick another subject.
