Quick update / posting on Arxiv

Hi all,

Our whitepaper is wending its way through the ALMA hierarchy. Attached is the version that I sent out to Al Wootten (ALMA NA Program Scientist) and Karin Öberg (ASAC chair). It has been read and is being forwarded on to both the ASAC and other management types.

One area of concern is that my connections are essentially all with the ALMA North America executive. If any of you are affiliated with the other executives (that is, Europe or East Asia), please consider submitting it to your local ALMA science officials. Part of this effort is political, and it's important to demonstrate a broad constituency.

Finally, the feedback that I've gotten has been supportive of posting the whitepaper on Arxiv. I will plan to do so early next week ­— please get in touch before then if you have any comments or concerns.

I'm happy to submit this to Europe on behalf of everyone if it hasn't been done yet.  Let me know if it has though, I don't think we want to bombard them!
