Script to assign campaign to portfolio strategy

Hi,

I'm looking to find a script that can assign the correct portfolio strategy to a campaign based on its performance.

I have 3 tROAS portfolio strategies (one set to 100%, one to 200% and the last one set to 300%).
Each of the portfolio strategy has a number of campaigns.
Let's say campaign XYZ, currently within the tROAS portfolio strategy set to 200%, had an actual ROAS of 275% in the past X days. Is there a script that can assign campaign XYZ to the tROAS portfolio strategy set to 300%?

Thanks for the answer, James.

Yes, I do mean portfolio bidding strategies.
What I'm trying to achieve is to reproduce something that is doable in SA360 by setting campaign rules with conditions. Here's how it look like in SA360:

The aim of this rule is to add a campaign to a bidding strategy based on that campaign's performance in the past x days. 

E.G: 
If actual ROAS for campaign XYZ in the past 14 days is less than x%, then add campaign XYZ to portfolio bidding strategy ABC
and: If actual ROAS for campaign XYZ in the past 14 days is between x% and y%, then add campaign XYZ to portfolio bidding strategy DEF.
and: If actual ROAS for campaign XYZ in the past 14 days is greater than y%, then add campaign XYZ to portfolio bidding strategy GHI.

Is there a way to do that via a script?

Hi you guys I know this is an older thread and (I dont know if this is even the right spot) But Idk how to get in contact with anyone else. I need your help, please. You all are far more advanced than me. So all I am trying to do is download a CSV file from my downloads folder into my google campaign  more advanced so hopefully this will be a simple one for you. I'm in the Campaign level I go to the three dots where it says more. I click upload from computer. I select CSV File I want to import. I Hit apply. And every time I get 100% fail rate 0 successful due to error message that reads "No header row found in this sheet"  but I do have a headers on my CVS sheets. I've tried uploading a google spreadsheet also with no luck. I've made sure that there is a header but this problem still continues. If anyone can help me or has any advise at all on how to get these files to upload It will be greatly appreciated.
