Suspended Google Ads Accounts and API

Hello,

I have an question, tried to find answer without success. 

If one of my Google Ads accounts suspended under specific MCC, which Google Ads API operation still available for this suspended account?
Can I change hierarchy of suspended Google Ads account? Move it to the different MCC? (Accept Link, Unlink)

I asked this because kindly note that the Google Ads API mirrors the Google Ads UI.
