Conversion upload issue: data terms errors

Hello,

We are using Google Ads API version 13.

We have three Customer accounts (IDs: 2106564478, 5614190305, 7663099641) that all have conversion_tracking_setting.accepted_customer_data_terms and conversion_tracking_setting.enhanced_conversions_for_leads_enabled properties set to true. Usually, it means that we're able to upload Enhanced Conversions For Leads and Enhanced Conversions without issues, but these three Customer accounts are frequently returning the following errors:

Are there any additional conditions under which these errors could be returned? If not, we can provide more information to let Google Ads team investigate this problem.

With regards to your concern about the  error CUSTOMER_NOT_ACCEPTED_CUSTOMER_DATA_TERMS (https://developers.google.com/google-ads/api/reference/rpc/v14/ConversionUploadErrorEnum.ConversionUploadError#customer_not_accepted_customer_data_terms) that you encountered, as you may already know, this indicates that you've not accepted the customer data terms in the conversion settings page.

Could you confirm If you're trying to upload enhanced conversions for the web in Google Ads API? If so, you must complete the setup and configuration (https://support.google.com/google-ads/answer/13261987) steps in that account, including confirming that you have accepted the customer data terms (https://support.google.com/adspolicy/answer/7475709) as you may see in our documentation (https://developers.google.com/google-ads/api/docs/conversions/enhance-conversions). The instructions to review and agree to the customer data policies can be found in the link to setup and configuration included in this email.
