This post will ask the same question that has been asked many times on this forum with no acceptable response by Google.
When we attempt to update a Campaign's Bidding Strategy to MAXIMIZE_CONVERSION_VALUE we get the following error if we do not set TargetROAS:
message: "The field mask updated a field with subfields: \'maximize_conversion_value\'., at operations[0]"

If we do set the TargetROAS we get the following different error:
message: "This operation is not permitted on this campaign type, at operations[0].update.maximize_conversion_value.target_roas"
The previous error came from ReuestID : d7nJyfK1yJR5mG1gxCUuog
This Campaign in particular is a normal Search campaign:
status : ENABLED
ad_serving_optimization_status : OPTIMIZE
advertising_channel_type : SEARCH

target_search_network : false
target_content_network : false
target_partner_search_network : false
experiment_type : BASE
serving_status : SERVING
What does "This operation is not permitted on this campaign type" mean?
Through the AdWords UI the user is able to change this Campaign Bidding Strategy to MAXIMIZE_CONVERSION_VALUE and a TargetRoas of 2.0 ... but through the API we are not able to do the same operation.
