Information is just starting to come out about Google Summer of Code
this year!
* Mentoring organization applications 3/8-12
* Student applications 3/29-4/9

http://groups.google.com/group/google-summer-of-code-discuss/browse_thread/thread/d839c0b02ac15b3f

I heard one of the coordinators speak about creating GSoC-like
programs at an open source conference last year. She had a lot of
great tips for landing one of the covet spots, like:
* Research what you want to do and apply early.
* Network with the organization that you want to work for. After the
organizations are posted, read descriptions of projects and
organizations. Email the specific people listed for more information.
* Look at the types of projects that were completed in the past or
that are posted to formulate your application.
* Plan to have no other commitments over the summer. They strongly
prefer people with no other work, research, or organizational
commitments.
* Don't be discouraged if you have never done open source development!
* Seek out organizations that have a track record for supporting and
encouraging women in CS, such as Systers.

Hope this helps!

I've investigated this a little further, since I'm searching for some
form of Summer employment. Here's an interesting bit of informatiom
Google's Summer of Code FAQ:

======================================
Google will provide a stipend of 5000 USD per accepted student
developer, of which 4500 USD goes to the student and 500 USD goes to
the mentoring organization.

o Accepted students in good standing with their mentoring organization
will receive a 500 USD stipend shortly after coding begins on May 23,
2009.
o Students who receive passing mid-term evaluations will receive a
2000 USD stipend shortly after the mid-term evaluation deadline, July
13, 2009.
o Students who receive passing final evaluations and who have
submitted their final program evaluations will receive a 2000 USD
stipend shortly after the final evaluation deadline, August 26, 2009.

Mentoring organizations will receive 500 USD per student shortly after
the final evaluation deadline, August 26, 2009.
Please note that Google cannot issue any payments until the proper
tax-related documentation is submitted. The forms required will be
provided to you and you do not need to submit them until you are asked
to do so by Google. More detailed documentation on payments
forthcoming.

I've discovered the Google Summer of Code (GSoC) announcement group
(their mailing list). I've subscribed. I'll keep the group posted on
developments for GSoC 2010, though you guys should probably join the
group, as well. :)
