Xml.AreEqual skips CDATA sections

Hello,
Comparing Xml's does not support CDATAs. They are skipped during parsing elements in Gallio.Common.Xml.Parser class and ParseElement function.
So two XML's with different CDATA's are equal.
Is this a bug or a conscious feature?
