I can't find why this is happening. I have tried to change OS (Buster => Bookworm), change HW (another RPi3B) and tried different versions of Weewx (4.2.0 and the latest).

Is there any other setting that is causing this?

Users? Groups?

Try a better power supply on the pi or whatever you have plugged into it. Sometimes you need a powered usb hub.

poor contacts in the USB connections?
tried another cable?
tried cleaning the contacts? If you do not feel like poking around inside the socket then just try pushing the plug in and out a few times - only try those things with the power off.

I have tried another WMR100, another cable etc.

No difference.

wow, so you can completely replace the hardware and still have the problem.
Has it been working until now?
Is every I/O packet failing or is the problem intermittent?
How long is the USB cable?

Check the board, also the solder dots like in step 3 here: https://de.ifixit.com/Anleitung/Raspberry+Pi+Model+B+Revision+2.0+USB+Port+Replacement/148454 should look similar on the 3.
