Vagrant won't install on windows 8.1

I am trying to just install vagrant on my windows pc. I downloaded the proper vagrant for windows and when it's almost complete I get an 2503 error and when I click ok it changes to a 2502 error, any suggestions?

google give plenty of hits when I search for those errors.

Do you have anything like a good antivirus? some of the hits said where because the antivirus is blocking.

I did install vagrant on Windows 8.1pro 2 days ago, and did run fine.. so binary is ok for win 8.1
