I have a few questions:
- The book is organized into 10 chapters, with each chapter divided into sections i, ii, iii, iv, etc. How should I format this? Should I still use Roman ordinals in the chapter titles?
- There are some instances of caps being used in the middle of a word for emphasis, should I use the <b> class for this?
- How should I format this compass bearing?

Yes, use upper case Roman ordinals.
There are some instances of caps being used in the middle of a word for emphasis, should I use the <b> class for this?
I'd convert those to <em> tags.
How should I format this compass bearing?
That looks to be a half point on the 32-wind compass. I would semanticate it as in SEMoS 8.10.8 and use the 1/2 unicode glyph as per 8.8.6.1.

I would keep them as separate sections with uppercase Roman ordinals (per 8.8.5.1 Roman numerals are set in uppercase).
