strange behavior with cpu shares using vsphere-iso

hi..
i'm attempting to create a vm with hardware compatibility 11 on esxi 6.5 using vsphere 6.7 
for some reason, i see that created vm has normal(1000) shares, even though by default normal is 2000 shares on our vsphere.. 
i see that packer doesn't set shares in the ap call , so i'm not sure what's going on .
during export, the ovf has the following:
<vmw:Config ovf:required="false" vmw:key="cpuAllocation.shares.shares" vmw:value="1000"/>
      <vmw:Config ovf:required="false" vmw:key="cpuAllocation.shares.level" vmw:value="normal"/>

which i suspect causes deployment failures when i try to directly deploy an OVA to esxi 6.5
(this is because if i set the hardware compatibility to 13, those settings don't appear)

are you building with packer on ESXi or vcenter?

Vcenter,  turns out the main issue is actually packer incorrectly export the vm, with the bootorder element
