Hi!

I'm working on my proposal, but I ran into these questions.

The latest census I've found from 2000 reported: "89.3% spoke English, 2.9% Spanish, 1.3% Korean, 1.1% German and 1.0% Chinese or Mandarin as their first language." (This only 95,6% in total.) According to this, English and Spanish - who would have thought - support is most important. However, I have friends who could help me cover all the forementioned languages. Could you provide a more recent information about spoken languages? Or which languages would you like added?

What purpose would audio capture serve?  Reporting noise violation? Or for faster reporting, sending an audio instead of a written description?

The language support is not really for a single location.  The app is currently being used in multiple countries.  And we want to increase the places where Open311 is adopted. 

Audio capture would serve both those purposes and possibly more.  It's just a feature we think people would find useful.

The application we aim to improve isn't just for Bloomington, IN, USA, but a general Open311 mobile client?

Yes, this is a generic Open311 client.  It is currently in use in USA, Canada, Finland, and Germany
