Dear all,


The public consultation on Ireland's 2nd Draft National Action Plan  is open until Wednesday 30th November at 5pm.  This email sets out ways you can have your say, keep up to date on developments this week, and query submission data from the current and previous consultation stage. 

How to have your say
There are a number of ways you can comment on the Plan. You can: comment via the 'Make a Submission' facility which enables you to update your submission until the closing date; You can have your say by phone 01-604 5741; email

All submissions will be published. There is an optional facility to enable others to comment on your submission, which you can choose during the online submission process. 


View submissions & subscribe for alerts
View submissions received to date here. The Department has responded via the comments section under each submission. 
To keep alerted to new submissions, log in and subscribe for updates to the consultation. The Subscribe to feature is on the right hand bar of each page of the Draft Plan.

Link between draft and submissions from stage 1
A table is also published that shows the relationship between the commitments and submissions received.

A comment facility is open on this table page. 

In response to Flora's query regarding a table outlining the link between submissions and actions (verifiable and measurable milestones), the Dept. referred to the Foreword of the Draft Plan: "The commitments set out in this draft National Action Plan are framed at a high level. They cannot reflect in detail the depth of knowledge, experiences and ideas shared during the initial consultation. We will establish an Implementation Review Forum that will allow people to see how their contributions are reflected in implementing the commitments in this plan. The first Implementation Review Forum will take place in April 2017."

If any respondent to the current consultation would like to ask how their submission is reflected in the draft plan, Dept. officials with responsibility for implementation will respond to requests. The email address to use is o...@civiq.eu.

Reports
Report dashboards are available for both the first stage and now the current stage of the consultation. These provide summary graphs and a facility to filter submissions by theme or commitment.

Here is what I get.



Search doesn't take "OK Ireland", "Open Knowledge Ireland" or "Flora". May be I should try "CRO"?


I am offered to introduce myself "briefly" and explain my motivation. (Note: On every page I am asked to Agree with Terms and Conditions, which no one ever reads. )


Please forgive my ignorance, but I spend over 1 hour clicking through pages but still didn't get to the point where I can comment on our submission (https://ipfs.io/ipfs/QmVkeZeAvBKarhHioXJVV2MdSDiny86ikPNZj8KdM2T2s7).

Sorry, but time is a valuable thing.

Hi Denis, 
Thanks for your query. First, please note the email has a typo on the date. The closing date is the 30th November 2016. That is next Wednesday. I had resent immediately an updated one with that correct date. 

Query
Regarding your query, the process you are outlining is to make a new submission to this second consultation stage. 

Please note the first stage consultation is closed where you made your submission. It  is listed second on the list linked from the Browse page here: https://consult.ogpireland.ie/en/submission/CVQ-141

As Flora made the submission, she can login to retrieve, copy, edit it from her MySubmissions menu item when logged in.


Create new submission to consultation on the Draft second National Action Plan

On your last screenshot in your email you show a page tour of the submission form. The first step which you show, is the cover letter - an optional part if you would like to outline if you represent a group etc.  

The page tour if followed to completion outlines the entire process of making a submission.

The second step of the tour explains the 'Add Observation' feature. This is where you can comment on each of the Commitments.

  • Select a commitment and a Read Content button appears. (Where you can read that specific commitment again if you like, or just go straight to write your comment on that commitment in the text box).

  • Save and add another observation (comment) on an another commitment and so on.

Your submission is like a ‘collection’  for your set of comments on each of the different commitments.  Allowing different comments to be associated with different commitments. 

Purpose of this approach
This makes your submission easy to share, and publish on the relevant commitment chapters.  For example, Commitment 1 chapter now highlights this person's comment on that particular commitment.

Also the information is pushed to a public dashboard providing an overview to citizens on which individual commitments are receiving comments.

Tour
The page tour steps you through each section of the New Submission form.  


On the Draft document chapters, don't forget you can subscribe to be alerted when new submissions come in, or someone comments on your submission.
