There are a few issues to consider here. Firstly, if you
have worked with Small Cells FAPI interfaces or understand them,
then only you can attempt the M-LWDF algorithm in NS-3.
2. If you just want to see how M-LWDF algorithm for schedulers are written in C++ (though in a simplified manner), you may care to look at "LTESIM: simulator from"poliba.it" but it may not help you for writing code for NS-3, without what doing what Dr. K has said
