I'm afraid you'll have to at least use Windows:

AFAIU you don't need Outlook, but you do need the "Rights Management
Add-on", whatever that is.
A quick look at the last of the external links suggests that maybe it's
possible to implement support on other platforms...
My suggestion is that you simply claim ignorance and return the email,
preferably in plain-text format and ask the sender how to open .rpmsg
attachments.
