MicroProfile Open API spec does not use EFSL 1.1

When reviewing the MicroProfile Open API spec, we found that it is using EFSL 1.0 instead of the more recent EFSL 1.1. Other specs are updating the EFSL. Since we are delaying the release, my recommendation is to withdraw the ballot, update the license to ESFL 1.1, and restart the ballot. I do not know if EFSL 1.1 is "required", but I highly suspect it is.

I am looking into whether or not we have to respin, but regardless since we are delaying MP 7.0 for Fault Tolerance, I believe we should respin.

As posted on the mailing list, it looks to me like

• Fault Tolerance 4.1 also has the same issue
• All of Rest Client 4.0, Fault Tolerance 4.1 and OpenAPI 4.0 have the EFSL 1.0 text in their spec document

John - Let us know what you find and I can withdraw the MP Open API and REST Client ballots before they close out today.

I'm not getting direction (it's PTO season) but my gut tells me that we should cancel these ballots, respin with EFSL 1.1, and then restart the ballots. We have a delay anyway so let's do what we think is the "right thing" here. Let's fix and restart ballots ASAP.

I will post the cancellation of Rest Client so please cancel OpenAPI. Text:

"Due to a late issue related to the use of EFSL 1.0 instead of EFSL 1.1, we are canceling this ballot to address the issue. The ballots will be restarted shortly."

Yes, let’s aim to have all the specs updated with corrected licenses and submitted for ballot at the same time as Fault Tolerance which already needed updates.
