Welding Qualification for Shell with Rod full Penetration Welding

Dear Friends,

Can you suggest me for a welding qualification for the above joint detail.

Material : Shell - SA 516 Gr.70
Rod : Duplex
Welding process: GTAW + SMAW

In my point of view, Plate to plate (Dissimilar) normal butt welding WPS & PQR is enough.  

Why I have a doubt is, here there is Diameter for Rod. So is there any Special Welding qualification for including the Diameter.

Please provide me the full step of Welding Qualification for the above Joint detail.

This joint groove com fillet, set in joint. 
WPS: you can use dissimilar material plate WPS. WPS thickness qualification range and main shell thickness should be in the limits.
In this joint rod diameter not considered due to setin joint.
For set on joints only consider rod diameter or nozzle diameter for welder qualification.

Hi,

If you have plate to plate dissimilar (P1 to P10H) you can use that WPS to this requirement, if shell thickness covered within the range.

But for Welder qualification, you need to check with shell diameter if the range is covered or not.

ASME Sec. IX Ed. 2023 - QW-452.3

One more help from you, Your explanations are very clear. 

Can you provide me with the related ASME references of your explanation. 

Because, I need to explain to my Boss too. He believes if I explain with proper Asme Pages & paragraphs which is also telling the same.
