In order to ensure greater promotion of quizzing, debating and literary activities as well as ensure organizational efficiency considering the increase in the number and scale of LnD events over the past few years, a decision was made to divest organization and facilitation of quizzing activities to an affiliated, autonomous board along the lines of other Boards such as the ADR or MUN Board. It was hoped that this would also stem any decline in the organization of quizzing in Law School and permit greater focus by interested members of the SBA on organizing specific LnD activities that they feel most passionately about.
In the absence of any provisions in the SBA Constitution dealing with the creation of sub-committees or autonomous bodies by ABCs, and in the absence of any clearly laid down procedure, a decision was made to diverge the functions for next year. Indeed, Article 3 j) of the SBA Constitution states "The ABCs shall have the responsibility to enable and facilitate the conduct and co-ordination of their activities for the benefit of the SBA and shall be entitled to take appropriate decisions in this regard." Article 3 k) states "The ABCs shall issue appropriate guidelines, as and when necessary, in the conduct of their activities. Once issued, these guidelines shall continue to operate till amended. Such amendment shall be prior to the holding of their activities."
As a reading of the SBA Constitution as well as precedence in the formation of other Boards will show, there is no unconstitutionality in any ABC creating a Board or a similar autonomous body. The problem, however, arises with other rules and conventions.
The selection criteria of LnD cannot be changed at this time since notice has to be given at the beginning of the year when the selection criteria is announced so that students can work towards fulfilling that criteria. Since the decision was to make the LnD selection criteria for quizzing the selection criteria for the Quiz Board and keep the remaining criteria as the LnD selection criteria,this division creates an unfair modification in the selection criteria of LnD.
We believe that the fairest way to evaluate any member for a student body meant for quizzing is the criteria which LnD has followed over the years. The division of the selection criteria, at this stage, amounts to a retrospective change in the selection criteria and is thus unfair. Consequently, any such autonomous body can only be created by the new committee next year.
We hope that the new committee which will be formed will consider the issue outlined above and take appropriate measures to ensure that the needs of the SBA are fulfilled and quizzing, literary activities and debating are efficiently organized and promoted next year, as they deserve to be. We hope that the new committee to be constituted will be, as LnD has always been, a forum for those interested in debating, quizzing and literary activities to come together and facilitate the conduct and co-ordination of these activities for the benefit of the SBA.
