I am facing an issue while validating provided Brazilian number. 

It is a valid number but throws an error while validating.

In Brazil, Mobile numbers are generally of length 11-digits.

+55 519684XXXX- We are supporting 11-digit numbers of this range, but the reference number given in the bug is of length 10-digit. We were unable to get valid numbers and evidence which support 10-digit length whereas 11-digit numbers are supported on the basis of IR21 and ITU.

Provided sample number works fine with lib version - 8.9.12, but with latest version >> 8.12.56 , it fails.

Sorry for the delay in response.

Brazil went through renumbering and since 2016 all the mobile numbers are 11 digits in length, see https://en.wikipedia.org/wiki/Telephone_numbers_in_Brazil and https://www.itu.int/dms_pub/itu-t/oth/02/02/T020200001D0003PDFE.pdf

However, we still support a few mobile numbers of length 10-digits which are actually 'mobile radio service
numbers'. These numbers usually have 3rd digit as '7' i.e +55-51 7684 XXXX, see demo http://libphonenumber.appspot.com/phonenumberparser?number=%2B55-51+7684+XXXX

The issue is when the person registered on the Whatsapp platform back then when the 10-digits numbers were common, even today, to send a message to this person the Whatsapp API only accepts the old number format.

I'm integrating my message system to whatsapp and I having this problem. The library tells me the 10-digits number is a invalid number.

Have you had any success in validating numbers for the WhatsApp platform? I'm facing the same problem at the moment.
