libphonenumber metadata/formatting for Colombia, Paraguay and El Salvador

I'm new to the libphonenumber group & interested in using libphonenumber to parse and format phone numbers across Latin America.

I see in the PhoneNumberMetaData file that there is no xml for Colombia, Paraguay or El Salvador.

Are there any plans to add this to libphonenumber?  Is there a way to accelerate getting these added?  Is there a process for new submissions.

The file I was looking at is:  https://code.google.com/p/libphonenumber/source/browse/trunk/java/resources/com/google/i18n/phonenumbers/src/PhoneNumberMetaData.xml?r=44

I see in the version that David you've attached the metadata for Colombia & El Salvador are present.

For some reason, I'm getting isValildNumber is rejecting valid El Salvadorian phone numbers:

  PhoneNumber numberProto = phoneUtil.parse(phoneNumber, region);  Where region="SV"

  boolean isValid = phoneUtil.isValidNumber(numberProto); // returns true

I'll double check a few things & reply back with more detailed information after testing...
