KoBo works well if the users is expecting to download something to their device i.e. your field staff.
I'm looking for a product [like KoBo] where I can send respondents a URL via email or on a site where the respondent is NOT required to download anything to their device.
Any suggestions.

You can still use KoBo for this. After making your form, select "Enter Data in Browser". This will direct you to an online form with Enketo Express than can be entered on just about any device. You can then email out this link to anyone. The form is only stored in the end-user's browser cache, so they don't have to download anything.
