[GSOC 2021 PROJECT IDEA] Use git with credentials in sh, bat, and powershell steps

I've created a draft project idea to provide a credential binding that will allow access to authenticated git repositories from command line git inside sh, bat, and powershell steps of PIpeline.

Would appreciate corrections, comments, and general feedback.
