Request to publish new plugin - aws-beanstalk-publisher

Forked as https://github.com/jenkinsci/aws-beanstalk-publisher-plugin and created 'aws-beanstalk-publisher' in JIRA.

(I also created jenkinsci/aws-beanstalk-publisher accidentally, please don't use that.)
