Colleague getting installation error for EclEmma

A colleague of mine with Helios just tried to install EclEmma, and got the following update errors:

What is the likely cause of this?

Hi,

this is typically caused by corporate firewalls blocking JAR files.
Alternatively you can download EclEmma manually, see

Thanks, but I think that's pretty unlikely.  I work within the same firewall as he does, and both of us have been able to install other Eclipse plugins.

In Eclipse preferences, there is a section "Network Connections" with
various proxy setting. Can you confirm that you both have the exact same
settings?

Also you can verify whether a manual download of the artifacts in
questions is possible:

Someone else mentioned the "Contact all update sites ..." checkbox, which I always have on, but which he had set to off.  When he tried again with it on, he instead got this error:
An error occurred while collecting items to be installed

No artifact repository available.
noArtifactRepositoriesAvailable

Curiously, someone else ran into the same series of events, described at http://stackoverflow.com/questions/14769904/where-do-i-find-the-eclemma-dependencies . This conversation doesn't provide any obvious solutions.

I haven't had him try to do a manual install yet.  I'd like to avoid that if possible.  I know I didn't have to do that, but I installed it quite a while ago.

What Eclipse version are you using? This looks like a typical Eclipse
installer (p2) problem, like http://bugs.eclipse.org/410721

Maybe you report this also at eclipse.org?

He's on Helios. I guess I'll follow the advice in that bug report,
looking carefully at his enabled update sites and try disabling them
individually.
