The plant is Euphorbia nutans.

If it is Euphorbia nutans, then a new record for India.
Dr. N.P. Balakrishnan identified the images to be Euphorbia hypericifolia.

Yes, once Dr Balakrishnan identified, it should be taken as final ID. He is the expert of Euphorbiaceae and written complete account of the family for India. I also correct here my earlier ID as per the suggestion by by Dr Balakrishnan.

  As a member of the group I suggested the ID based on the resemblance of the  photograph. Certainly not to  counter any body.   It is up to the experts to accept or reject it.     Purpose is to get  the  correct ID.   Nothing wrong in rechecking the characters  by taxonomic experts.

Yes. There is a possibility that it may be E. nutans Lag. However, this species has not been recorded from India so far. It is native of America, and also found in Europe and Egypt. Recently it has been recorded from Iran, which is so far its easternmost location.
E, hypericifolia and E. nutans are closely similar and are very difficult to distinguish. Perhaps the two should be combined into one species, when E. hypericifolia has priority and should be its correct name. In many floras these two species are confused. The distinguishing characters are not clear-cut. Therefore there is need to study them in detail and find out how they differ before drawing into conclusions.
I am attaching two photographs taken from some websites. This is only to show you how similar the two species are.

The suggestion of Swamiji prompted Balakrishnan Sir to arrive at such a conclusion and nobody thought of this possbillity so far.  Now that attention is drawn on Euphorbia nutans, I am sure it is a matter of time only when the status of the species, i.e. E. nutans will be clarified.  As suggested by Dr. Balakrishnan, there is a need for detailed studies.  E. hypericifolia, E. hyssopifolia and E. indica are all closely related species having narrow differences.  Hence further critical studies on the complex are desirable.

if you are a botanist you know what to do

if not, collaborate with some taxonomist in nearby university and you may have a paper in it for you and your collaborator.
