Can't install IGV

I have tried installing all versions of IGV without success. I am running Window 7 Enterprise version Service Pack 1 with 32GB RAM. I have both 32-bit and 64-bit Java and IE on my system. I have tried installing the smallest memory version of IGV as well as larger memory allocations.
 
However, I always get these responses when trying to download from Broad website:

Hi,

A little googling revealed this thread on the problem:  http://www.coderanch.com/t/200684/JNLP-Web-Start/java/jdk-unsigned-entry-resource.    Apparently disabling java caching in the java control panel can cause this problem.    If you are unable to resolve it you can download the zipped "binary distribution" and start with the "bat" file, or from a command prompt as instructed in the readme.   Don't just double-click the jar file,  this will appear to work but starts IGV with very little memory.

Thank you for pointing to the solution.  Your detective skills are better than mine in interpreting the exception error. I did not know WHAT to Google!

Jim,
I followed the instructions to enable Java caching in the Java control panel. The download from Broad took a little while, but there was no error message, and the application started (IGV v2.2).
