I just tried installing it myself with Horos v4.0.1 on macOS Sonoma v14.1.2 (Apple Silicon). When Horos launches, it is unable to load the plugin:

It is a very old build using the original Universal support so it does not support Apple Silicon:

I believe it probably needs to be re-built to support and signed to support Intel and Apple Silicon platforms. That would probably also involve modifying some of the code to handle any deprecated macOS features.
Again, IB Diffusion from Imaging Biometrics is available and is much more robust for creating ADC maps (disclaimer: I was a developer for that).
