Add support for OFFSET without LIMIT

Hello there,

Many other databases support using OFFSET without LIMIT:

SELECT *

FROM t

ORDER BY id

OFFSET 10

It's useful, occasionally, and it could be implemented as syntax sugar for this:

SELECT *

FROM t

ORDER BY id

LIMIT [ Long.MAX_VALUE ]

OFFSET 10

What do you think?
