is there a gam command that will let me get the routing rules

There is no API access for that data, thus gam can't help/

I also lament the lack of API for this several times a week.

Yes, rather frustrating. This is why I am migrating 'default routing' to groups with archived mail. And the fact that Google advised that a limit of 9 users in a default routing rule was a 'max'.

Anyone have a workaround for this? I wonder if google would send it to us if we asked? I have to audit 107 rules and really don't want to have to scrape data out of each one manually.

You would have to do a rest pull of the page and scrape the rules.

Web page scrape after authentication with a json.
