Catching potential issues updating a group using ACTIONCSV and PREVIEW

Greetings, everyone.

I'm stuck on something and would like some input, please.

I am adding members to a group from a csv containing an email address.  I want to preview what Google would do in order to catch possible issues when the operation runs  - as in "Member already exists", or "Condition not met."  I am using the following command to generate preview data:

gam redirect csv previewactionfile.csv update group gro...@domain.com add member preview actioncsv ema...@domain.com

The previewactionfile.csv contains this:

group,email,role,action,message
gro...@domain.com,ema...@domain.com,MEMBER,Added,Preview

I then import the csv (I'm using powershell) to check for possible issues and proceed based on the issue or add the member to the group if there are no issues.  The problem I am having is the preview data doesn't match what the actual command produces.  For example, when I run:

gam update group gro...@domain.com add member ema...@domain.com

I receive this:

Group: gro...@domain.com, Add 1 Member
  Group: gro...@domain.com, Member: ema...@domain.com, Role: MEMBER, Add Failed: Condition not met

I'm expecting the preview data to contain "Add Failed: Condition not met"

Can anyone provide insight as to what I am doing wrong or am I expecting something that does not get produced?

I'm running GAM 7.48.03 on Windows 11.

The preview is just showing what adds/deletes are going to be made; it doesn't know what each API call is actually going to do.
