Can't get latest Admob Unity plugin to work with latest Firebase plugins

I am upgrading my project to Unity 2021.3.18f, and I am also trying to upgrade Admob and also my firebase plugins. I am using the latest Firebase packages 10.4, (the package manager versions) and they are working, but when I try to install the latest Google Mobile Ads Unity plugin 7.4, everything breaks and the external dependency manager becomes disabled in the editor.

The specific error I get is:

System.IO.FileNotFoundException: Could not load file or assembly 'Google.JarResolver, Version=1.2.0.0, Culture=neutral, PublicKeyToken=null' or one of its dependencies.

File name: 'Google.JarResolver, Version=1.2.0.0, Culture=neutral, PublicKeyToken=null'

  at Firebase.Editor.AndroidSettingsChecker..cctor () [0x00015] in /Users/runner/work/firebase-unity-sdk/firebase-unity-sdk/editor/app/src/AndroidAPILevelChecker.cs:37

UnityEditor.EditorAssemblies:ProcessInitializeOnLoadAttributes (System.Type[])


I have always had trouble getting these two product families working together, and I just don't know enough about how they are supposed to work.

Also I am using the package manager version of external dependency manager version 1.2.175

Ok, I think I figured it out. The Google admob unitypackage has it's own copy of external dependency manager. Once I unchecked that before importing, I have many less problems. The rest is unrelated upgrade pains. Don't install EDM4U twice.
